The "Squeezed Middle" and the £31,000 Rule
In the past, energy grants were accessible only to people in specific benefit groups. Nevertheless, thanks to ECO4 Flex, new criteria are applicable. As of 2025, most Welsh LA councils introduced a household income of £31,000 per annum.
If you have a joint income that is below this threshold and your property has a Domestic Energy Assessment rating of D, E, F, or G, you may be eligible for a "whole-house" installation.
